You are missing the …
You are missing the point. The problem is not Jars (or gems) per se. The problem is needing many different frameworks just to build a standard web app. I have worked with Spring, Hibernate and other frameworks, and I like them… but Rails was designed to do one thing: database oriented web applications.
Of course you will need more specialized components for some functionalities but your application backbone will be just one solid, easy to use framework.

what you mean? you can use ruby very similar to java… just not compiling code. (But you dont have to carry over that millions of lines in java…)

RoR is awesome for quick webapps. I prefer java for larger work. Hard to beat Hibernate/Spring/Tapestry.

Surely the point is that the arguement is not comparing like with like.
Ruby on Rails is more a rival to PHP than Java. Of course you wouldn’t want to use Java to do a small, medium website. But you wouldn’t want to do a massive site in Ruby on Rails.

ruby has its uses, …
ruby has its uses, but you dont want a non-type-save slow programming language like ruby to be used in an enterprise application.. Java is just faster, and more type save.
